PED Certification for Pressure Equipment - 2014/68/EU
The full name of PED certification is: Pressure Device (PED) certification. PED is a mandatory regulation enacted by EU member states on the safety of pressurized equipment。

一、Introduction of PED Certification for Pressure Equipment

Difference:

For a simple comparison with ASME certification, PED certification is the safety certification of a specified product, while ASME certification is the factory certification of a specified standard, which is the biggest difference in nature between the two.It is worth noting that in the PED certification, the basic security requirements stipulated in the directive are enforced, but the technical standards of the products are not enforced.Unless specified by the user, the manufacturer is free to choose any technical standard. This point and national regulations: the compulsory implementation of national, ministerial or industrial standards is also very different.

The PED Pressure Equipment Directive PED 2014/68/EU is a directive.All devices designed with pressure greater than 0.5 bar, regardless of pressure or volume, must comply with PED regulations.Equipment for loading or transporting fluids, such as fire extinguishers, pressure gauges, valves, safety valves, air cabinets, tower grooves, pipes, fittings, steam equipment, etc., must comply with PED regulations

In June 2014, the European Union promulgated the latest Pressure Equipment Directive 2014/68/EU, which will be enforced on July 19, 2016 instead of the old Directive 97/23/EC. For pressure vessels, pressure pipes, boilers, pressure accessories and safety accessories with maximum allowable pressure greater than 0.5bar, the European Union requirements must meet the PED Directive letter covering the entire process of design, manufacture, inspection, raw materials and so on. The CE logo cannot be pasted until it has been approved by the Notified Body.

Specific execution time of new instructions

2014/6/27: Release;

2014/7/17~2015/2/28: Article 13 Transition Period;

2015/2/28~2015/6/1: Article 9 of the old directive and Article 13 of the new directive can be used simultaneously; 2015/6/1: Cancel Article 9 of the old directive and use Article 13 of the new directive;

2016/7/19:Cancel 97/23/EC and implement 2014/68/EU

二、All PED pressure devices must be mandatory to meet basic safety

requirements:

(1)Design: All factors related to expected use must be taken into account when designing pressure devices to ensure their safety throughout their life expectancy. A comprehensive approach must be taken to incorporate appropriate safety factors, and sufficient safety margins must be considered for all associated failure modes.

For design and calculation methods of sufficient strength to ensure safe handling and operation, inspection methods, discharge and emptying methods, corrosion and other chemical erosion, wear, filling and unloading, protection beyond the allowable range, safety accessories and external fires are required accordingly.

(2)Permanent connection (welding): It must be done by a qualified person according to the appropriate procedure. For Class II, III and IV pressurized equipment, process procedures and personnel must be approved by authorized agencies or third-party bodies recognized by Member States in accordance with Chapter 13.

(3)Non-destructive testing: Non-destructive testing of permanent connections (welds) of pressure equipment must be performed by qualified personnel. For Class III and Class IV pressure equipment, the NDE personnel must be approved by third-party bodies approved by Member States in accordance with Chapter 13.

(4)Final evaluation; Pressure equipment must pass visual evaluation and final inspection of relevant documents. The final evaluation must include a pressure test, and the test pressure must conform to the specified values.

(5)Material: The material used to manufacture the pressure equipment must be up to its expected life span. The manufacturer must state in his technical document the main points of using one of the following forms of material specifications: 1) using materials conforming to the European Coordination Standards; 2) Use materials of pressure-bearing equipment approved by Europe in accordance with Chapter 11; 3) using materials specially assessed; Specialized evaluation of materials for Class III and Class IV pressure devices must be conducted by authorized agencies.

三、Class determination of PED

According to the provisions of Appendix I of PED, pressure-bearing equipment can be divided into four qualification evaluation grades: 1, I, II and IV. Pressure-bearing equipment with very low risk can be operated in accordance with Sound Engineering Practice. In order to classify the pressure equipment, the manufacturer needs to make a decision based on the following information∶

1.Equipment types: pressure vessels, boilers, pressure pipes, safety accessories, pressure accessories;

2.Fluid state: gas or liquid. (At the highest operating temperature of the device, if the saturated steam pressure (gauge pressure) of the fluid does not exceed 0.5 bar, it is considered liquid, otherwise it should be considered gas);

3.Fluid group: Group 1 - Hazardous fluids are flammable, explosive, toxic, and highly oxidative; Group 2 - Non-hazardous Fluids: Fluids other than Group 1 include steam;

4.Device maximum allowable pressure PS and volume V or nominal size DN;

5.Maximum operating temperature of the device TS;

Based on the above information, the decision can be made according to the related classification chart in PED Appendix II.

四、PED authentication mode

The risks of pressure equipment categories from I to V increase step by step. According to the PED directive, the stricter the compliance evaluation procedure is, the specific authentication mode is: category I:A

Category II: A2, D1, E1

Category III: B+C2, B+D, B+E, B+F, H

Category IV∶B+D,B+F,H1,G

六、Material certification of pressure equipment EN 10204 type 3.1/3.2

For II-IV pressure equipment, the materials of its main pressure parts shall meet the requirements of EN 10204. The pressure equipment manufacturer must ask the material manufacturer for a compliance statement to ensure its traceability∶

EN10,204-3.1 certificate: After the material manufacturer has passed the PED 4.3 system certification, it can issue the type 3.1 inspection document by itself.

The EN 10204-3.2 certificate authorizes the inspection agency to conduct spot check and inspection on a batch of materials, and the manufacturer has implemented the traceability steps and provided the corresponding inspection documents that meet the requirements, then the 3.2 type powder inspection document can be issued.
