Since October 1, 2019, explosion-proof electrical appliances, domestic gas appliances and domestic refrigerators with a calibrated volume of more than 500L (detailed product range and Implementation Rules for mandatory product certification are detailed in the appendix) have been included in the scope of CCCC certification management. Each designated certification authority (the certification authorities and labs will announce their work separately) has started accepting certification entrustments.The market supervision bureaus (departments and committees) (hereinafter referred to as provincial market supervision departments) of the production and Construction Corps of various provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang have stopped accepting applications for production licenses and terminated the administrative license procedures in accordance with the law.
As of October 1, 20, the above products have not been certified as mandatory products and have not been marked with mandatory certification marks. They may not be exported, sold, imported or used in other business activities.
二、Designated Certification Authority Work Requirements
The designated certification authorities shall formulate rules for the implementation of certification in accordance with the requirements of the general rules for mandatory product certification and the corresponding rules for product implementation, and complete the record with the General Administration of Market Supervision (the Certification Regulatory Department) before September 25, 2019.
三、Connection between CCC Certification and Production License Management
（一）Before October 1, 2020, the above products produced by domestic enterprises shall be manufactured, sold or used in other business activities with valid production license or CCC certification.
（二）For enterprises that have obtained production licenses, if the above products do not continue to be produced after October 1, 2020 (inclusive), no CCC certification is required; Otherwise, the certification authority should be submitted as soon as possible, and CCC certification should be obtained by October 1, 2020.
（三）For the authorization of certification submitted by enterprises with valid production licenses, the designated certification authorities shall acknowledge the corresponding examination and test results, formulate relevant conversion schemes (including difference detection items, supplementary factory inspection, etc.) and implement them, issue CCC certificates to products that meet the certification requirements, and notify the provincial market supervision authorities where the enterprises are located of the list of licensed enterprises. In principle, the cost of certification detection shall be borne by the financial department.
（四）The provincial market supervision departments shall, in accordance with the notification of the certification authorities and the expiration of the production license, handle the formalities for the cancellation of the production license in a timely manner. On October 1, 2020, the General Administration of Market Supervision cancelled all valid production licenses that had not been converted.
（五）For products manufactured during the validity period of the production license, the original packaging (which meets the requirements of the production license) will continue to be used for factory sales after October 1, 2020.
Eight new national standards, such as GB/T 3836.1-2021 "Explosive Environment Part 1: General Requirements for Equipment", will be implemented on May 1, 222. Twelve old national standards have been revised and integrated, involving the compulsory product certification standards for explosion-proof electrical products. In order to ensure the effective implementation of the compulsory product certification system, the certification standards and other requirements are clearly as follows.
一、The certification of explosion-proof electrical appliances (No. CNCA-C23-01:2019) in the Implementing Rules for Compulsory Product Certification is revised according to the list of standards (see the attachment for details). The revision does not change the scope of the compulsory product certification catalogue.
二、Each designated certification authority shall implement the compulsory product certification for explosion-proof electrical products in accordance with the requirements of the Notice of the Accreditation and Supervision Committee on the Requirements for the Revision of Compulsory Product Certification Standards (Accreditation and Supervision Committee Announcement No. 4, 2012) and the new national standards.

About the time of collection of evidence: drawings, samples are complete, and meet the standard requirements, there is no special complex test, generally 2-3 months.
Explanations for the collection of evidence shall be based on the explosion-proof marking of the product, the complexity of the product, the size of the product, the presence or absence of complex test items, and the consideration of representative models. If the charges for large-scale products, series of products or centers are not listed in the standard, they shall be determined through consultation in accordance with the Contract Review Procedure.
