一、Certification background
The customs union EAC certification is a market access system first implemented by Russia, Belarus and Kazakhstan based on the Common Guidelines for Technical Specifications. Later, Armenia and Kyrgyzstan also joined the customs union to implement the customs union EAC certification。
二、Scope of control
According to the requirements of the Common Criteria for Technical Specifications of the Customs Union, the controlled products shall be certified according to the corresponding TR CU regulations.Please refer to Appendix 1 for the controlled products and corresponding TR CU regulations.
三、Authentication mode
The customs union EAC certificates are divided into two types: Certificate of Conformity and Declaration of Conformity.It has been clearly stipulated in TR CU regulations whether a certain product needs to apply for a certificate of conformity or a declaration of conformity。
1.Certificate of conformity: certificate of conformity issued by a certificate issuing agency recognized by the Customs Union。
2.Declaration of conformity: the applicant only needs to provide technical documents to declare the conformity of his products。
Note: Technical documents can include technical descriptions, drawings, operating instructions, test reports or QMS certificates (the scope of approval must include the product), etc。
The specific differences between the certificate of conformity and the declaration of conformity are as follows:

四、Certification process (certificate of conformity)
1. Fill in the Russian application form
2. Prepare Russian technical data
Note: For machinery or equipment controlled by TR CU 010/2011 and TR CU 032/2013, product technical passports are also required。
3. Sample test and factory review (if necessary)
For auto parts, if there are E-mark certificates and COP certificates (Russian is not required), this process can be exempted。
4. Data review

6. Supervision and review (if necessary)
The supervision and review shall not exceed once every two years, and generally review the test records and production control。
五、Certification mark
Choose one of the following two designs, and the height of the sign shall not be less than 5mm. The certification mark must also be displayed adjacent to the product trademark。
1.On the product, it can be displayed on the body or through labels。
2.The packaging and technical documents must also reflect the certification marks。
Note: For auto parts, if the product has ECE certification mark, the EAC certification mark can be exempted, because the regulations stipulate that the two are equivalent。
六、EAC certificate
The validity period of the certificate of conformity and declaration of conformity is not more than 5 years (TR CU 018/2011 is 4 years at most), but the longer the better。
As for the compliance certificate, according to the regulatory requirements, if the validity period exceeds 2 years, supervision and review are required. The frequency of review is as follows:
If the certificate is valid for 3 years, it shall be reviewed the next year after obtaining the certificate;
If the certificate is valid for 4 years, it shall be reviewed in the first and third years after obtaining the certificate。
From the perspective of avoiding supervision and review, it is generally recommended that factories apply for 2-year certificates and apply for new certificates after 2 years.
For the declaration of conformity, since it does not involve supervision and review, it is generally recommended to apply for a 5-year validity period。
The certificate mainly contains the following information: 1. Name and address of the manufacturer; 2. Name of certified product; 3. Product customs code; 4. Technical regulation number; 5. Testing laboratory; 6. Validity of the certificate; 7. Certificate No; 8. Issuing authority; 9. Product model.
七、matters needing attention
1.Representative of the Customs Union
The holder of the certificate must be a legal person within the territory of the member countries of the Customs Union and bear the obligations within the territory of the Customs Union. For Chinese factories, customers can hold certificates, or they can ask public agents to hold certificates。
When submitting the application, the business license of the customs union representative, the enterprise tax registration certificate, the company details (such as name, legal address, legal representative, telephone, fax, mail, etc.) and the representative agreement between the manufacturer and the representative shall be provided。
3.Global Location Code (GLN)
From August 2021, the manufacturer's global location code (GLN) or GLONASS coordinates must be indicated in the "manufacturer's address" column of the application form (GLONASS coordinates can be generated from GPS coordinates)。
Note: The global location code (GLN) is a 13 digit code used in the global unified code identification system to identify legal entities, functional entities or physical entities involved in supply chain activities. Its greatest feature is its global uniqueness
3. Use authorization
The Eurasian Economic Commission (EEC) adopted Decision No. 130 on November 12, 2021. From January 30, 2022, for the entry of EAEU products, it is not enough to have only the ordinary copy/scanning copy of the certificate or declaration and the Power of Attorney (PoA) for customs purposes。The importer must also have a paper copy of the certificate/statement certified (stamped+signed) by the applicant when making customs declaration。
